Refers to the Rules of Engagement between applications in a multi-agent distributed application. Part of an applications' ROE is made up of the shared messages that those applications exchange, and we will often use the convention of using roe in project definitions that contained a shared ADM model that serves as a common artifact between projects that communication with one another.
